China has exceptional biodiversity, with ecosystems ranging from permanent ice fields to tropical moist forests. It holds 15% of the world’s vertebrate and 12% of its plant species, in about 6% of the Earth’s land surface.
China has a long history of nature conservation through protected areas (Pas) and has established over 11,800 PAs, including nature reserves, forest parks, wetland parks, scenic areas, water parks, etc, accounting for more than 18% of China’s terrestrial territory. However, only less than 800 Chinese PAs are included in the WDPA, with about 90% categorised as V, and a small proportion as Ia, IV and VI.
In 2019, the Central Government of China published the “Guidelines for developing the protected area system with national parks as the cornerstone”, aiming to develop the PA system with national parks as the key by 2025, and significantly improve the management effectiveness and flow of ecosystem services of PAs by 2035.
Plant community ecology and biodiversity science
Dr MA Keping a professor of Institute of Botany, Chinese Academy of Sciences (IBCAS). He is the Chair of the IUCN Asia Regional Members Committee (2015–), the Vice-Director and Secretary-General of Biodiversity Committee of the Chinese Academy of Sciences and Editor-in-Chief for Biodiversity Science. He was a councilor for IUCN (2007-2012), the Vice-Chair of Committee of Experts on World Natural Heritage of the Ministry of Housing and Urban-Rural Development of China, the Vice-Chair of National Nature Reserve Evaluation Committee of State Forestry Administration of China.
Dr Ma Keping is an expert in biodiversity science and nature conservation. He has published 400 academic papers, including 200 papers in international journals including Science, PNAS, Nature Communications. Since the first COP of Convention on Biological Diversity in 1994, he has been participating most of the conferences and related activities, as the scientific advisor for Chinese delegation.
Effective Conservation Measures and Policies for Animals and Habitats
I am working at University for conservation biology education and research and for more than 10 years. I have worked for WCS for two years. Being a member of IUCN SSC, I am activated in field surveys and conservation education. I have contributed to Chinese water deer ex-situ conservation for 13 years. I have experience in conservation evidence for protection practices and policy development during my academic visiting Cambridge Univesity and continued this work when I back to China. I had drafted the Chinese Sea turtle Conservation Plan(2019-2033) which already issued to the public.
Landscape and Architecture, Urban Forestry
Prof. Dong’s research interests including: green list of forest parks, construction of forest landscapes, planning of forest parks and scenic areas, and development and utilization of wild ornamental plants. He has hosted and participated in the 11th, 12th, and 13th national science and technology support projects, and won 9 provincial and ministerial awards for scientific and technological progress. He also has hosted and participated in a number of Protected Area Project in Fujian, Jiangxi, Guangdong and other places.
Protected Area and relevant Foreign Affairs
I have been involved in relevant work about protected area including Green List, world heritage and national park for over 5 years. I am familiar with its contents and procedures, and keep good relations with IUCN and related managers in national parks and scenic site. I am willing to carry on the endeavor of Green List, and make more contribution of my own.
International project management in the field of nature conservation
With 28-year experiences working in various Departments of the National Forestry and Grassland Administration of China, I have visited more than 200 Forestry Bureaus, Protacted Areas and projects sites in China and overseas, which gave me a profound understanding of the forest conditions in different parts of China and the needs for a good management in forests and the protected areas. I participated in the development of several code of practices including the Code of Logging Practice in North East of China and the Guidance for Chinese Enterprises Conducting Overseas Foresrty Development. From 2004 to 2019, I was responsible for providing support and working with international organizations in the conservation field such as WWF, IUCN, TNC and was deeply involved in many project activities.
Protected area management; Wetland ecosystem function and services; Wetland restoration, monitoring; Migratory water birds conservation; Nature conservation policy
I have years of both hands-on and hands-off experience in biodiversity conservation and protected areas management, especially on wetlands, gathered from my long engagement and affiliation with government departments, WWF, Ramsar and research institutions in the past 30 years. I am happy to contribute to the first Green List in China in 2014, when I served as a vice chair of the China reference group, particularly leading the subgroup on marine and inland waters.
Protected Area and Biodiversity
I am the director of Key lab of biodiversity conservation of NFGA, I have been worked in wildlife ecology and protected area management for more than 20 years. My researches focused on large mammal conservation biology such as golden monkey, wild camel, Provalskii Gazelle, and nature reserve management and plan, biodiversity monitoring and climate change impact assessment. I also involved as a leading expert in national protected area management effectiveness assessment, national nature reserve policy research and national biodiversity conservation action plan development. I also took part in discussions of the criteria of IUCN PA Greenlist.
Coastal Wetland and Marine Protected Area
I started to engage in the establishment and management of Marine Protected Areas (MPAs) in China and have accumulated rich experiences in many aspects, including designation, establishment, master planning, management and evaluation of MPAs, development of National MPAs Information System, etc. Hence, I’m very interested to join the Expert Assessment Group for Green List(EAGL), and contribute my time and experiences to help the Green List get better promotion and application in China, so that to continuously improve the management quality and protection effectiveness of China’s Protected Areas (especially MPAs).
Natural Conservation and Communication
Mr. Liu is committed to the world heritage, ecological protection and ecological culture research and practice. Mr.Liu is the former president of the World Heritage magazine of the Ministry of Foreign Affairs and former RG of China IUCN Green List, and the president of Luliworld (World Heritage and Ecological Cultural Institute for Research and Communication).
International Environmental Project Management
Being WCPA member, I have being working on protected area in China since 2013. I’ve been closely worked with expert task forces in establishing global standards and China standards. Together with China team, we initiated GL China project, and got rewarded with huge success in the first phase of Green List. During 2017-2019, I carried out field investigations in more than 30 protected areas of all levels around China, and help developed sustainable management strategies accordingly. with a firm belief in Green List, I am willing to devote time and energy in promoting and mainstreaming Green List in China.
Protected Area management
More than 15 years of experiences in national or regional program management, including WWF Program, ECBP Program, and UNDP program, DFID China-UK program, and Organic Farming Program, etc. Well capable of handling uncertainties and conflict management. Intensive expertise in corporate engagement, environmental education, ecotourism and rural development as well as other conservation aspects with more than 16 years of relevant frontier fieldwork and external resource network.
Forestry science
As a researcher in the field of natural conservation, I have 21-year experience in working with academic organization/research of forestry science. I am working in Forest Conservation Institute, Jilin Provincial Academy of Forestry Sciences and responsible for administration of the institute and management of all the projects implemented by researchers from the institute. I had leaded a project funded by National Postdoctoral Science Fundation: Bio-diversity of natural enemies for Korean pine cone borer and their application in bio-control in 2014. I had also worked for WWF in their Northeast China Office, and I was responsible for coordination, planning and implementation of the projects with WWF Amur-Heilong China team.
Marine Environment Science
I have years of experience in protected areas, especially the marine protected areas in China, taking advantage of my various capacities at the State Oceanic Administration of China as well as my long membership of the IUCN World Commission on Protected Areas. I have also served as a Reference Group member in 2014 for Green List in China.
Biodiversity conservation
I have been engaged in implemented effectiveness assessment, management plan compiling, techniques training, and communities’ development within and around typical protected areas, such as natural reserves, national park system pilot and natural heritage sites. As the project leader of national nature reserves assessment launched by MEP and other 6 ministries, and the specialist of the periodic review of the UNESCO World Biosphere Reserves, I had assessed more than 100 protected areas, which made me familiar to the status of China’s protected areas.
Biodiversity Conservation, Policy on Protected Area Management
I have been involved in protected areas and biodiversity since 1998, and presided more than 20 research projects, such as Investigation of nature reserves in China, Nature Reserve System Planning in China, Nature Reserves Information System of China, National Important Research Project “study on biodiversity and endangered species conservation”.
International Environmental Project Management
I have been working as Deputy Secretary General of All-China Environment Federation (ACEF) since 2009 and become Secretary General of ACEF in 2019. I coordinated and promoted the Special Consultative Status of All-China Environment Federation in UN Economic and Social Council (UN ECOSOC), the Special Consultative Status in United Nations Environment Programme (UNEP), and the membership in IUCN. I was the leader of many international cooperation projects funded by The United Nations Democracy Fund (UNDEF), Global Environmental Facility (GEF), Switch-Asia, EU-Environmental Governance, etc.
Biodiversity conservation, ecosystems services & ecological planning
I have about 20 years’ research experiences in biodiversity conservation and protected areas, including giant panda habitat protection, protected areas system planning, national park planning in China. Some of my studies were published in international journals such as PNAS and Nature Ecology & Evolution, and were applied in the China’s ecological protection policy. I’m also one of the member of national ecological protection redlining committee, technical committee in national parks and protected areas standardization. During the research I realize the significance in improving China’s protected areas management level.
Ecology
As a technical advisor and committee member of the Fourth National Giant Panda Investigation, as a conservation projects review expert for Sichuan Forestry Department and different nature reserves. I had work on distribution of endangered species, ecology, conservation strategy, Giant Panda field survey and conservation, nature reserves management, biodiversity conservation, etc. I had got and participate in nearly 60 projects, already published paper on SCIENCE, Conservational letter, etc. And I also got a Science and Technology Progress 2 at Sichuan Province.
Wildlife conservation and nature reserve management
Joined Sichuan provincial wildlife survey, protection and management station from 1985 to 2019, now I serve as station chief and senior engineer in Sichuan provincial nature reserve work station. I am mainly responsible for wildlife survey, scientific researches,conservation which are especially focused on giant panda and natural reserve planning, management, related laws, policies, technical specifications, technical standards research and so on. From 1997 to 2004, assigned by Sichuan provincial forestry department, I worked as assistant manager and project manager in Chengdu office of technical cooperation company(GtZ/GiZ) and in Chengdu agency of Germany GOPA company, and I was responsible for China-Germany cooperation in coordination and management of natural resources protection projects in Sichuan nature reserves.
Biodiversity Conservation, Community Conserved Area, Protected Area Management
In the past 20 years, I participated in the establishment of several national nature reserves and delivered training on the protected area management in many nature reserves in southern and south-western China. Meanwhile, I supported the development of over 30 CCAs in Qinghai and Guangxi and took lead in developing a guideline on the governmental recognition and management of CCAs in Guangxi. I am familar with the METT and applied it in several nature reserves in Yunnan and Guangxi and developed a management effectiveness tracking tool for CCAs in Guangxi. Zhilan Foundation now is supporting the conservation of several nature reserves and CCAs in China.
Ecology and tourism
I have been engaged in ecotourism research and teaching for Chinese Forest Parks and Nature Reserve for a long time, especially on a lot of practice for protection and sustainable utilization in protected areas. I deeply understood the necessity and feasibility of green development for protected areas, and had rich knowledge and good compacity to participate in the work for EAGL.
Planning for National Parks and PAs; Natural Heritage Protection; Landscape Architecture;
I have about 20 years researching experiences in “protection and management planning” for protected areas, including World Heritage application and management planning, Chinese Scenic and Historic Areas planning, and National Park planning in China. I have participated in planning practices for many symbolic and representative Protected Areas in China, including the Three Parallel Rivers region, Mount Huangshan, Mount Taishan, Mount Wutai. etc. I teach “Landscape Planning” and “Landscape Ecology” in the University. I also serve as Expert Committee Member of the National Commission for UNESCO; Deputy Secretary-General of the World Heritage Experts Committee for the National Forestry and Grassland Bureau; and Vice Chair of the Institute for National Park in Tsinghua University.
Wildlife conservation, protected area management, and relevant multilateral environmental agreement
Dr. ZHOU Zhihua had worked on wildlife conservation, protected area management, and relevant multilateral environmental agreement for more than 20 years. She had published several scientific papers on journals like Conservation Biology, Biodiversity and Conservation, China Biodiversity etc. She had also involved in editing and writing of several books, including Identification Manual on Turtles and Tortoises, Identification Manual onButterflies, and Identification Manual on Mammals etc., Science in Traditional Culture—-The 24 Solar Terms. She participated translating the official documents of Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and some famous biological papers of Nature into Chinese. She got the qualification of professor in 2007. She was elected as the Regional Representative of Asia (member) for Plants Committee of CITES from 2010 to 2016. She participated the negotiation of 12th to 17th Conference of Parties of CITES and many meetings of Standing Committee, Animals Committee and Plants Committee. She also involved in the work of CBD and the World Heritage Convention since 2018.
Economic management
From 1996 to 2012, Mr. Wu Wenda successively worked in Huangshan Environmental Protection Bureau and Shexian County, contributing to Huangshan environmental protection and Hongcun world heritage protection and sustainable development. From 2012 to 2018, Mr. Wu Wenda successively worked in Huangshan Municipal Government and Huangshan Municipal Committee in agriculture and rural areas, public security, disaster prevention and mitigation, rule of law management, etc.. Over the past year, Mr. Wu Wenda and the HSAC team have participated in the revision of China’s green list standards, led the exchange and cooperation between Huangshan Mountain and sister scenic areas such as Jungfrau peak in Switzerland, established friendship with the Adirondack Mountain(US), Kenya Mountain National Park and Hangzhou West Lake Scenic Area(China), and actively supported the holding of the third UNESCO Huangshan dialogue and Huangshan International Mountaineering Fest.
