Maures Integral Biological Reserve
Réserve biologique intégrale (RBI) des Maures

First Listed

2024

Area
25.31 km2

Why is it Green Listed?

The integral biological reserve of the Maures is situated in the Var Department at about thirty kilometers, North-East of Toulon. The reserve is 2531 hectares wide, which makes it the biggest integral biological reserve in the mediterranean area. The reserve is representative of the forest habitats of the area (green oaks, mesogean maritime pines, riparian woodlands) and associated environments (rocky territories, rivers, scrublands and bush …) which are typical of the « crystalline » Provence. The reserve is also special due to the great maturity and naturality of its forest stands, and due to the richness of the species associated to old trees and dead woods : saproxylic beetles, fungi, lichens.

Key Achievements

Conservation

  • Long-term preservation and development of the naturalness of natural habitats and associated species of species, thanks to a rich representative set of natural habitats placed in free evolution: holm oak and cork oak forests, pine groves, etc. Associated processions: saproxylic insects, fungi, lichens, birds and forest bats.
  • Joint enhancement of the natural and cultural heritage, in a forest massif where the current high level of naturalness is part of the historical continuity of a very ancient human presence and the preservation of the forest, which is also ancient (thanks to the status of ecclesiastical forest – before the forest became the property of the State during the Revolution – as evidenced by the Chartreuse de la Verne,  landlocked in the RBI).

Good governance

  • Active and broad-based management advisory committee.
  • Enhancement of the integral reserve to the general public, local authorities and other partners.
  • This acceptance was achieved despite the fact that it is a large integral reserve, moreover in a context of Mediterranean forest conducive to legitimate concerns about the risk of fire.

Community benefits

  • Tourist attractiveness – but not quantifiable because it is inseparable from the more general attractiveness of the Maures national forest, which was largely pre-existing (and was also largely due to the landscape and historical heritage).
  • The particular cultural and educational benefits of a vast area of “natural” forest within a state forest that is generally very well preserved.

THRESHOLDS OF SUCCESS
CONDITION OF VALUES
SUMMARY OF TRENDS AND RESULTS
1-Sample of forest and associated habitats representative of the natural region: green oak forest, cork forest, Mesogean maritime pine grove, Mediterranean riparian forest, ponds and streams, scrubland, rock art environments, etc.
1-Current situation (in the absence of a performance achieved in relation to a threshold): rich and representative sample of habitats (as at the time of the creation of the RBI, for which it had been a motivating factor and delimitation of the reserve)
The concept of threshold to be reached is not applicable in the case of a protected area in free evolution.
1- Situation unchanged since the creation of the RBI (expert opinion); will certainly evolve with climate change, but the objective of the RBI is not to conserve the habitats present but to monitor their evolution (including modification of habitats if necessary)
2- Old-growth Forest (= long historical continuity of the wooded state) and especially current forest stands with a high and increasing level of naturalness
2- Current situation: high level of naturalness attested by knowledge of the history of the stands (age of the cessation of exploitation) and confirmed by studies (richness in dead wood, etc.)
The concept of threshold to be reached is not applicable in the case of a protected area in free evolution.
2 and 3 - Favourable trend (increasing development of naturalness with the free evolution inherent in the status of RBI) but this assessment is based only on an expert opinion: there has not yet been a repetition of studies that have made it possible to objectify it (moreover, the high level of naturalness of the RBI from the outset makes it less possible to expect a significant additional enrichment of the processions)
3- Richness of species (flora, fauna, fungi), in particular species associated with old trees and dead wood
3- Current situation: very high richness confirmed by studies, in particular and very significantly for saproxylic insects which represent a major challenge in RBI
2. Ecosystem Service Values
MONITORING OF VALUES
THRESHOLDS OF SUCCESS
CONDITION OF VALUES
SUMMARY OF TRENDS AND RESULTS
Support service surcharge (compared to the rest of the FD) especially for species associated with old trees and deadwood
Richness of the procession of species associated with the free evolution of the forest, without it being possible to extract any additional effect from the RBI compared to the favourable situation that the site already enjoyed at the time of its creation.
The concept of threshold to be reached is not applicable in the case of a protected area in free evolution
Long-term maintenance or even additional enrichment thanks to the perpetuation of the free evolution (and therefore the additional support service) guaranteed by the RBI status.
3. Cultural Values
MONITORING OF VALUES
THRESHOLDS OF SUCCESS
CONDITION OF VALUES
SUMMARY OF TRENDS AND RESULTS
1-Resourcing and public awareness opportunities specific to the "natural" forest
1 - Effect not measured, but various communication actions aimed at the public (leaflet, visits, etc.) highlight the specific interest of the forest in free evolution
1-The new management plan provides for the continuation of these actions
2- Knowledge development
2- Numerous studies carried out for the creation of the RBI and then specifically in the context of the application of its first management plan, or even beyond the management plan thanks to the attraction effect of the reserve.
The concept of threshold to be reached is not applicable in the case of a protected area in free evolution
2- The new management plan provides for the continuation of monitoring and other studies.

Conservation Summary

EAGL MEETING OF THE 13/09/2022 : Among the expert members present at the meeting : 2 members voted in favour of the inscription of the site on the Green List with conditions, 3 against it inscription as soon as some action plans are not implemented for a series of indicators and 4 abstained. All agreed that several aspects need to be improved for the applicant to pass the GL standard, concerning in particular:
–
Governance: experts note that evolutions in terms of representativity and participation among the consultative council must be shown to better include the actors and users of the territory, especially on delicate topics at stake such as wolf management and hunting. Also, key documents like the management plan must be available on the applicant’s website, so as up-to-date scientific reports and activity reports.
–
Management: human and financial capacitation should be improved in the integral biological reserve of The Maures, as well as in the whole network of integral biological reserves more globally.
–
Monitoring and evaluation: experts invite the site managers to work on settling indicators and to monitor the trend of conservation of their principal values. This would enhance the role of the reserve as a reference laboratory to monitor long term impacts on mediterranean forest ecosystems (e.g climate change) for the whole mediterranean region.
The result of the vote will be communicated to the protected area manager through a letter, describing the decision taken and the indicators that are partially or not matched: 1.1.2, 1.1.4, 1.2.1, 1.2.2, 1.2.3, 1.2.4, 3.1.1, 3.1.4, 3.1.6, 3.7.1
A meeting will be organized with the protected area manager, his mentor, the assessor, the president of the EAGL and the implementing partners of the GL for France to discuss and explain this result and help the applicant with the procedure of elaborating and implemeting action plans to meet the indicators.
UPDATE – EAGL MEETING OF THE 21/06/2024 : After presentation and discussions on the 21th of June 2024 about the effective implementation of action plans to comply with the indicators previously considered as partially achieved by the French EAGL (1.1.2./1.1.4/1.2.1-1.2.4/3.1.1/3.1.4/3.1.6/3.7.1/3.7.2 – result delivered on the 19/09/2022), the French EAGL unanimously expressed strong support for granting the Green List label to the Maures Integral Biological Reserve. The French EAGL congratulates the managers for the quality of work carried out during this application phase. These congratulations particularly concern the implementation of action plans aimed at improving the achievement of the aforementioned indicators, especially regarding the first component of the Green List related to governance. Positive developments in consultation and dialogue mechanisms have been observed, aiming to strengthen dialogue with key stakeholders of the territory and facilitate shared decision-making (consideration of integrating new stakeholders into the advisory management council beyond technicians and naturalists). This also includes enhancing accessibility to information and key management documents (making the management plan available to rights holders and stakeholders online via the INPN database and proposing to create a common website for all French biological reserves).
